Sometimes a news story does more than inform—it helps clarify something you’ve been observing for years.
That was my reaction when President Nayib Bukele recently shared his thoughts on environmental protection while commenting on a video of autonomous agricultural robots working chemical-free fields at night. His message was simple:
“The key to saving the environment is not to look back, but to move forward.”
For me, this may be one of the most practical environmental arguments I have heard—not only in El Salvador, but anywhere in the world.
Progress Creates the Resources to Protect Nature
Bukele’s central argument is straightforward: poor countries struggle to restore the environment because they lack the financial resources to do so. Wealthier countries, by contrast, can afford large-scale environmental cleanup, conservation programs, and advanced technologies.
Reflecting on a visit to Italy, Bukele described seeing clean rivers, green landscapes, and well-maintained public spaces. His conclusion was clear:
“The answer is not underdevelopment. The answer is progress.”
Whether one agrees with every aspect of his philosophy or not, there is logic in the observation. Environmental restoration requires funding, expertise, and long-term investment.
Applying that reasoning to El Salvador, Bukele noted that cleaning the country’s rivers, lakes, and aquifers could cost as much as $12 billion. Without sustained economic growth, those resources simply do not exist.
For decades, developing nations have often been told to prioritize environmental protection while lacking the economic capacity to address their most pressing environmental challenges. Bukele’s response is direct:
Development is not the enemy of environmental protection—it is what makes environmental protection possible.
Technology and the Future of Agriculture
The video that prompted Bukele’s comments showed autonomous agricultural robots using ultraviolet light to control pests without chemical pesticides.
While the technology may seem futuristic, it offers a glimpse of what farming could become:
- Reduced pesticide use
- Less chemical runoff into rivers and lakes
- Healthier soil
- Improved crop quality
- Better working conditions for farmers
The challenge, of course, is cost.
Most small farmers cannot afford highly advanced robotic systems. That is why economic development becomes an essential part of the equation.

El Salvador has already experimented with innovative environmental technologies. One example is the installation of ultrasonic buoy systems in Lake Coatepeque, designed to reduce algae growth without relying on chemical treatments.
A similar model could potentially support future agricultural technologies:

Development Lowers Costs Over Time
History shows that many technologies begin as expensive innovations before becoming widely accessible.

Early Adoption Creates Future Access
Large agricultural operations are often the first to adopt new technologies. As adoption expands, manufacturing increases, costs fall, and smaller producers gain access.
Without economic growth, that cycle never begins.
Challenging Traditional Environmental Narratives
Bukele also questioned the expectation that developing countries should preserve every ecosystem according to standards often set by wealthier nations.
He argued that environmental policy should primarily serve Salvadorans’ interests rather than those of outside organizations or occasional foreign researchers.
He was equally skeptical of carbon-credit systems, suggesting that if such programs were truly transformative economic opportunities, wealthy countries would be competing to sell them rather than encouraging poorer nations to supply them.
Whether one agrees or disagrees with that assessment, it reflects a broader principle that has become central to Bukele’s administration: national sovereignty.
The message is clear:
El Salvador should protect its environment, but it should do so in line with its own priorities and along its own path to development.
Why I Believe This Approach Can Work
Having lived in El Salvador for many years, I have watched as different administrations have promised change.
What stands out about the current period is the scale and speed of visible transformation.
The country has experienced:
- Dramatic improvements in public security
- Growth in tourism
- Significant infrastructure investment
- Increased international attention and investment
- Modernization of public services
- New technology initiatives across multiple sectors
These changes do not automatically solve environmental challenges, but they create the economic foundation necessary to address them.
That is why Bukele’s argument resonates with me.
A country that is growing economically has options. A country trapped in stagnation does not.
Four Pillars of Bukele’s Environmental Philosophy
Looking at his comments more broadly, the approach appears to rest on four key principles:
1. Economic Realism
Environmental restoration requires substantial financial resources. Sustainable economic growth is the most reliable way to generate those resources.
2. Technological Optimism
Innovation can reduce environmental harm while maintaining productivity and economic opportunity.
3. National Sovereignty
Environmental policy should be shaped primarily by Salvadorans’ needs and priorities.
4. Long-Term Thinking
Meaningful environmental restoration takes decades. Solutions require patience, planning, and consistent investment beyond election cycles.
A Common-Sense Vision for the Future
What appeals to me most about this philosophy is its simplicity.
Grow the economy.
Use that growth to restore the environment.
Invest in technologies that reduce pollution and increase efficiency.
Maintain control over national priorities.
Build a future where prosperity and environmental stewardship reinforce one another.
Whether every part of that vision becomes reality remains to be seen.
But after watching El Salvador’s transformation over the past several years, I understand why many people—including myself—believe the country is capable of achieving goals that once seemed impossible.
